How does a broken propeller affect wind speed?

One of my wind sensors was found with a severely damaged propeller and I am trying to determine when it occurred by looking at the wind speed data. I am looking for advice on whether wind speeds would be higher since there was less propeller that needed to rotate, or if wind speeds would be lower due to less surface area of the propeller.

Wind speed should be reading lower with a broken propeller. 

If only one blade broke, being off balance increases starting wind threshold.

Whatever broke it may have spun the blade. Look for unusually high max speed versus average speed.
